Asian stocks closed mixed: Japan -0.26%, Hong Kong +0.35%, China +0.44%, Taiwan +0.56%, Australia +0.24%, Singapore +0.50%, South Korea +0.10%, India -0.84%. The U.S. Senate will vote today on an emergency budget to prevent a shutdown of the federal government when the new fiscal year begins on Tuesday. Commodity prices are mostly lower. Nov crude oil (CLX13 -0.45%) is down -0.60% and Nov gasoline (RBX13 -0.33%) is down -0.38% as the five permanent members of the UN Security Council prepare to vote later today on a resolution to eliminate Syria's chemical weapons. Dec gold (GCZ13 +0.87%) is up +0.07% and Dec copper (HGZ13 +0.29%) is up +0.12%. Agricultural and livestock prices are mixed. The dollar index (DXY00 -0.22%) is down -0.14%. UK Sep Lloyds business barometer of economic optimism rose +3 to 57, the highest since the data series began in 2002.

UK Sep nationwide house prices increased +0.9% m/m and +5.0% y/y, higher than expectations of +0.5% m/m and +4.4% y/y with the +5.0% y/y increase the biggest annual gain in 3 years.

U.S. STOCK PREVIEW
Today’s final-Sep U.S. consumer confidence index from the University of Michigan is expected to show a +1.2 point increase to 78.0 from 76.8 in early-Sep.  Today’s Aug personal income and spending reports are expected to remain lackluster, suggesting that consumers will not be providing any significant near-term boost to the U.S. economy.  Aug personal income is expected to improve to +0.4% from +0.1% in July and Aug personal spending is expected to improve to +0.3% from +0.1% in July.  Today’s Aug PCE deflator is expected to ease to +1.2% y/y from +1.4% in July.  Meanwhile, the Aug core PCE deflator, which is the Fed’s preferred inflation measure, is expected to edge higher to +1.3% /y from +1.2% y/y in July.  There is one of the Russell 1000 companies that report earnings today:  Chimera Investment Corp (consensus $0.11).

Occidental Petroleum (OXY +0.72%) was upgraded to "Positive" from "Neutral" at Susquehanna.
Finish Line (FINL +0.45%) reported Q2 EPS of 54 cents, better than consensus of 45 cents.
The NY Times reports that the Justice Department has asked JPMorgan Chase (JPM +0.37%) to pay a higher fine for questionable mortgage practices than the roughly $7 billion that it has offered to pay.
Akamai (AKAM +1.32%) was downgraded to "Neutral" from "Buy" at B. Riley.
Arch Coal (ACI -1.52%) was downgraded to "Sell" from "Neutral" at Goldman.
KKR Fund reported a 28.4% stake in RigNet (RNET +3.43%) .
Thor Industries (THO -0.53%) reported Q4 EPS of $1.04, well ahead of consensus of 95 cents.
Nike (NKE +2.06%) rose over 6% in after-hours trading after it reported Q1 EPS of 86 cents, stronger than consensus of 78 cents.
PetSmart (PETM +0.76%) announced that it will increase its quarterly dividend from 16.5 cents to 19.5 cents per share beginning in the third quarter of fiscal 2013.
Accenture (ACN -0.33%) reported Q4 EPS of $1.01, right on consensus, although Q4 revenue of $7.1 billion was higher than consensus of $6.9 billion.

Gains in stocks were limited by (1) the -1.6% decline in Aug pending home sales (weaker than expectations of -1.0% m/m), and (2) concern that the budget impasse in Washington could prompt a shutdown of the federal government and weaken the economic recovery. Asian stocks closed mixed: Japan +1.22%, Hong Kong -0.36%, China -1.84%, Taiwan -1.20%, Australia +0.35%, Singapore -0.44%, South Korea +0.47%, India +0.19%. Gains in U.S. stock futures overnight were muted on concern that budget wrangling in Washington will lead to a shutdown of the federal government, while European stocks fell after UK economic growth was weaker than expected in Q2 and Eurozone private lending contracted in Aug for the sixteenth straight month. Japanese stocks closed higher after the Kyodo News reported that Prime Minister Abe's administration will pledge to "promptly" begin a study on reducing Japan's corporate tax rate. ECB data showed Eurozone Aug loans to the private sector fell -2.0% y/y, the sixteenth consecutive monthly decline and the biggest drop since the start of the euro currency in 1999. Eurozone Aug M3 money supply rose +2.3% m/m and +2.3% y/y, right on expectations.
Speaking at an event in Stockholm, Sweden today, Richmond Fed President Lacker said the Fed could scale back stimulus as soon as next month after this month's "disappointing" expectations. He said "I don't see any reason why we couldn't do it in December or potentially in October depending on what the data looks like."
Revised UK Q2 GDP was +0.7% q/q and +1.3% y/y, slightly weaker than the originally reported +0.7% q/q and +1.5% y/y. Q2 total business investment was revised lower to -2.7% q/q and -8.5% y/y from the originally reported +0.9% q/q and -3.5% y/y.
UK Q2 current account balance was -13.0 billion pounds, a wider deficit than expectations of -11.0 billion pounds, but an improvement from the record -21.8 billion pound deficit posted in Q1.
U.S. STOCK PREVIEW
Today’s initial unemployment claims report is expected to show an increase of +16,000 to 325,000, adding to last week’s increase of +15,000 to 309,000. Meanwhile, today’s continuing claims report is expected to show an increase of +31,000 to 2.818 million, more than reversing last week’s -28,000 decline to a 5-1/2 year low of 2.787 million. Today’s Q2 GDP report is expected to be revised slightly higher to +2.6% (q/q annualized) from the last estimate of +2.5%. Today’s Aug pending home sales report is expected to show a -1.0% m/m decline, adding to July’s decline of -1.3% m/m. The Treasury today will sell $29 billion in 7-year T-notes to conclude this week’s $97 billion T-note package. There are four of the Russell 1000 companies that report earnings today: McCormick (consensus $0.79), NIKE (0.78), and Accenture (1.01).
Conferences during the remainder of this week include the following: Goldman Sachs Communacopia Conference on Tue-Thu, Keefe Bruyette & Woods Insurance Conference on Wed-Thu, and Capital Link International Shipping & Marine Services Forum on Thu.

AmBev (ABV -1.13%) was upgraded to "Outperform" from "Neutral" at Credit Suisse.
AP reports that Nissan (NSANY -0.53%) recalled 908,900 vehicles for defective accelerator sensors that could cause the engine to stall.
Diamond Foods (DMND -1.08%) was upgraded to "Buy" from "Hold" at BB&T.
Jefferies kept its "Buy" rating on Facebook (FB +2.08%) and raised its price target on the stock to $60 from $37.
Grainger (GWW -0.41%) was upgraded to "Neutral" from "Sell" at Citigroup.
Hertz (HTZ -0.12%) lowered guidance on fiscal 2013 adjusted EPS view to $1.68-$1.78 from $1.78-$1.88, below consensus of $1.89.
McCormick (MKC -0.76%) reported Q3 EPS of 78 cents, slightly below consensus of 79 cents.
H.B. Fuller (FUL -0.47%) reported Q3 adjusted EPS of 74 cents, stronger than consensus of 67 cents.

Negative factors for crude prices included (1) the unexpected increase in weekly EIA crude inventories by +2.635 million bbl, more than expectation for a -1.000 million bbl draw, and (2) the unexpected increase in weekly EIA gasoline stockpiles by +217,000 bbl, higher than expectations for a -750,000 bbl decline. December E-mini S&Ps (ESZ13 -0.06%) this morning are down -0.01% as they fluctuate on both sides of unchanged, while European stocks are up +0.37% after German investor confidence rose for a fifth month to a 17-month high. Asian stocks closed mostly lower: Japan -0.07%, Hong Kong -0.82%, China -1.15%, Taiwan +0.08%, Australia -0.35%, Singapore -0.08%, South Korea -0.07%, India +0.10%. Technology stocks may get a lift today on increased M&A activity after Applied Materials, the largest supplier of chipmaking equipment, agreed to pay $9.39 billion in stock for rival Tokyo Electron Ltd. Commodity prices are mixed. Nov crude oil (CLX13 -0.14%) is down -0.36% at a 1-1/2 month low on reduced Middle East tensions as the UN Security Council is set to negotiate a Syria resolution. Nov gasoline (RBX13 -0.02%) is down -0.28% at a 2-1/2 month low. Dec gold (GCZ13 -0.94%) is down -0.77% and Dec copper (HGZ13 -0.89%) is down -0.92%. Agricultural and livestock prices are higher. The German Sep IFO business climate rose +0.1 from a revised 107.6 in Aug to 107.7, weaker than expectations of +0.5 to 108.0, but still the highest level in 17 months. The Sep IFO current assessment unexpectedly fell -0.6 to 111.4, weaker than expectations of +0.5 to 112.5.
ECB Governing Council member Nowotny said that "no additional liquidity is needed at the moment" in the Eurozone, but that it "is a discussion we are having in the ECB or that we will have." He added that LTROs are "a question of the future perspective and that it is definitely important to show the range of our instruments and that we are flexible."
In an early morning interview on CNBC, New York Fed President Dudley suggested the Fed may still yet taper its bond buying this year when he said "If the economy were behaving in a way aligned with the Fed's June forecast, then it's certainly likely that the Fed would begin to taper later this year. I certainly wouldn't want to rule it out, but it depends on the data."

Today’s Sep Richmond Fed manufacturing index is expected to show a -2 point decline to 12, giving back a little ground after the +25 point surge to 14 seen in August. Hanesbrands HBI was downgraded to "Neutral" from "Buy" at DA Davidson.
Apple AAPL was upgraded to "Positive" from "Neutral" at Susquehanna with a price target of $625.
Lennar LEN reported Qe EPS of 54 cents, better than consensus of 45 cents.
CIT Group CIT was upgraded to "Buy" from "Hold" at Jefferies who also raised their price target on the stock to $65 from $52.
Westar Energy (WR +1.77%) filed to sell 8 million shares of common stock.
KKR Fund Holdings reported a 28.4% stake in RigNet (RNET +0.61%) .
Red Hat (RHT -0.54%) tumbled 8% in pre-market trading after it reported Q2 adjusted EPS of 35 cents, above consensus of 33 cents, but also reported Q2 billings, a predictor of future revenue, rose only +8% y/y, weaker than consensus of a +17% y/y increase.
Deutsche Bank kept its "Buy" rating on Apple (AAPL +4.97%) and raised its price target on the stock to $575 from $480.
